JSA Consulting, Inc., was established in 1983 as a Human Resources Management Consulting firm focusing on EEO and Affirmative Action Programs (AAP's).
However, EEO and Affirmative Action are not exactly the same thing. EEO pertains to equal opportunity and is regulated by State and Federal fair employment laws. Affirmative Action refers to a program mandated by the Federal Government and affecting Federal Contractors and Subcontractors who have 50 employees and $50,000 in Federal contracts and/or subcontracts.
Discrimination is a violation of EEO laws. At the same time, the best, most effective Affirmative Action Plans have a firm foundation in sound EEO practices. However, AAP's do NOT require the setting of quotas, preferential treatment or set asides.
